En 2024, un incidente terrorista conocido como ’El incidente del Hombre que ríe’ tuvo lugar, en el cual el presidente de una de las compañías más importantes de nanotecnología, Ernest Serrano, fue secuestrado. Un día, el detective Yamaguchi, que había estado investigando el caso durante un tiempo, envía un aviso a la Sección 9 explicando que desea concertar una cita con Togusa. Sin embargo, poco después de enviar el mensaje, Yamaguchi, un testigo fundamental para el caso, fallece en un accidente. Después de unos cuantos meses, un nuevo aviso llega a la policía: El Hombre que ríe está planeando su siguiente crimen.
